1. Safeguarding peace

President Xi called for concerted efforts to safeguard maritime peace and build a maritime community with a shared future. Countries should better discuss and manage their differences, and not resort to force or threats.

 

2. Political loyalty

President Xi has stressed the need to enhance the political loyalty of the police force, strengthen them through reform and technology and run them with strict discipline.

 

3. System reform

President Xi called for the People's Liberation Army to reform the system by which it makes policy to improve its combat capabilities and become a world-class force.

 

4. Party-building

President Xi called for efforts to extensively strengthen the leadership of the CPC and Party-building in the country's armed forces to offer effective political support in breaking new ground in pursuit of a stronger military.

 

5. Capacity building

President Xi stressed the need to focus on combat research and command, to advance work in all areas and accelerate developing strong and efficient joint-operation command institutions for theaters to comprehensively boost the military's battle-winning ability.

 

6. Combat readiness

President Xi ordered the Chinese armed forces to enhance their combat readiness from a new starting point and open new ground for developing a strong military.

 

7. Public security

It is a strategic decision by the CPC Central Committee to establish the firefighting and rescue force to modernize the capacity for governance, and it has great significance to improve the country's capacity to prevent disaster and to rescue people, safeguard public security and protect people's lives and property.

 

8. Personnel education

Military education should meet the requirements of combat, the needs of the armed forces and the demands of future missions.

 

9. Trustworthiness

President Xi stressed construction and command of the army in terms of thinking and political orientation, noting the army should firmly uphold the authority of the CPC Central Committee and its centralized, unified leadership, and resolutely follow the command of the CPC Central Committee and CMC.

 

10. Military-civilian integration

President Xi asked for a stronger hold on the implementation of the integration, strengthened role of rule of law, deeper reform of system and further coordinated innovation in science and technology.
